I have noticed that PC send when transitioning to a pattern (as per the pattern PC setup) is decreased by 1.
Maybe this is by design.

Some developers use 0-127, others use 1-128. I think 0-127 is technically more correct, but starting at 1 makes more sense to most non-tech people
