there appears no way to modify lfo parameters per step. is this the case?

I don’t know if project LFO parameters can be automated (don’t see anything immediately obvious) but per-channel effect LFO certainly can: add the LFO effect, and it’ll appear as a selectable destination for that channel in automation mode.
